alternator bracket question

On my 71 c10 350 with a short water pump and Internal Alt, when i install the belt the alternator sits only maybe .25 inch from the end of the top bracket and the alternotr also seems to be sitting awful close to the valve cover. The bottom of the top Alt bracket looks to have been hacked on by a previous owner im wondering if maybe they didnt shorten it for some unknown reason(it was a farmers truck in ND). So what i guess im asking is it normal for it to sit so close to the Valve cover and be so close to full adjustment??? Thanks in advance
