Tilt Steering to a NON tilt

So, here's the situation I'm in, my current tilt has.. a lot of play.. maybe an inch and half, i know you can tighten up the 3 toques, but, my ignition is also all ****ed, which could also be fixed. But my wheel doesn't lock any more, that mechanism is broke, the linkage that runs to the wiper switch is broke and some other spring in side right their. I can buy a rebuilt one for $520 on eBay, with a 1 year warranty, or do i just go to a non tilt? and what would that consist of? I keep my wheel all the way up as it is.
