Steering wheel install. Please help!

I'm reinstalling my steering wheel and it's taking a lot for the nut to get tight. I'm using an impact and its compressing the spring on the outside of the column really tight. Is that right? I don't remember the spring being that compressed before. The steering wheel felt loose till I got it to this point. Your help is appreciated. Last thing I need is for my wheel to fall off driving down the street!
