fully charged battery but no power

Hello, my 1984 c10 has been sitting for awhile and i messed with today including putting on a different starter (which might be the problem) well I went to start it and it didn't turn over at all. Lights were on but dim horn wouldn't work etc.. tried jumping it no change meaused voltage at the battery it was 12.6 volts should be fully charged.. doesn't the power feed come from the terminal on the starter that has the positive battery cable going to it. Could I of not got that tight enough?? I also put on new battery cables, the positive goes from the battery to the big post on the starter. The negative from the battery to the passenger side frame rail.... any ideas?
