stumped

the driver rear wheel is freezing. Seems to freeze when I back up and then unfreeze sporadically and also freezes sporadically. Last year replaced master cylinder and both rear wheel cylinders and everything was fine. Just replaced the rear shoes and drums and frozen solid again (still on jack) the wheel cylinders are not sticking and the emergency brake cable is not binding. the axle spins freely when the hub is off.
