How much air to run in my 33x12.5 tires

I currently have 28 in the front and 25 in the back. The front tires look like their sitting all the way down on the pavement, but the rears still look like they are not sitting all the way flat even with 25 psi in them. If I get down on my knees I can see that part of the tire is still off the pavement. Should I let the air down until it starts to bulge a little bit and sits all the way down? Their on 15x8 wheels BTW.
