Bad brake squeal at slow stop

Hey guys, I've got an all drum 70 and have recently been fighting a bad squeal at a slow rolling stop, such as a stop sign. If I get on the brakes with a good amount of pressure, there is no squeal. This is high pitched. The shoes are new. The squeal seems only to be coming from the front driver side. Thinking they may have glossed over, I buffed them with some 60 grit and blew out the hardware. The drums are not perfect, can feel slight grooves in them. Is turning, or new drums, the answer? Any suggestions would be greatly appreciated!
