Lightbulb EVAP cans & vent lines

On my 79 K25 there are two fuel tanks and an EVAP can for each. If I remove the EVAP cans, can I cap one fuel tank vent line and keep one vented with a breather of sorts? Or must both lines be vented? I don't think both lines can be capped. Additionally, any ideas for a breather/vent for the end of the tank line?
