1989 Crewcab dually no start/wiring problems

I know there are some members on here that are extremely good at wiring but this is FAR from my strong point! This is actually my friend's truck but he isn't a member of this board and I have been over trying to help him get it going. When he purchased this truck it had been converted to carburetor. He got the correct motor and installed it. We can get the truck to crank over but there is no power to either side of the ECMB fuse, the t/l ctsy fuse, horn/dm and crank fuse. I am sure the t/l, and horn issue is something completely separate from the other issues.
There is one weatherpack plug that isn't attached to anything at the front right cylinder head. There are also two wires that have been cut that come up by the dipstick. Any insight on where these go or why those fuses don't have power would be much appreciated.
