Question Question about a C10 I want to buy

Hey everyone, have a question. Looking for a dependable daily driver, that means everything works and runs and drives. I found one online and was wondering if he's asking too much for it? Here is the info about the truck:

"65 c10 for sale. Very solid truck and extremely dependable with its 5.3 / 4L60e LS motor and tranny swap! New water pump, thermostat, New flowmaster exhaust sounds awesome! Cpp grand slam kit all new suspension, springs, and shocks. Power steering, power brakes/front disc. Everything new for brakes. Ball joints, tie rods, spindles all new. Front and rear sway bars. New windshield and back glass installed.Vintage air just serviced and blows ice cold! Fuel cell under bed behind axle, with new fuel pump. Brand new BFG radial t/a tires staggered 11" wide in back. New acDelco plugs, and wires. Full synthetic mobil1oil just changed. New battery. Lots of other new parts installed. Asking $21500."

I know work was involved but is this too much? And if it is what would you guys pay for it?
