Front E Brake cable seized

Hi guys,

I'm trying to test the results of my brake overhaul but I want to make sure I have the e brake working for obvious reasons.

The eBrake pedal has be frozen in the off (all the way to the top) since I have bought the truck. It's stiff as hell and wont push down at all. I have inspected all other cables and they are fine.

Is this likely a frozen front cable or something else I could be missing?
