Trailing arm bushings 71 SWB

So I've used the method of removing old crusty bushings out of my trail arms. My dilemma is, once I insert the new energy suspension poly bushing in, the second piece (smaller poly ring) doesn't want to stay put. Is it necessary to use the whole kit or can I just insert the medal sleeve in the larger bushing and install? It appears that the bushing is tapered and the medal insert expands it and keeps it in tight.
