Drip hole in windshield frame. Should it be filled? Pics

Hey guys, I'm almost done with the body work for paint but want to make sure I work this windshield frame right. At the top it looks like there was a hole so the rain could drip down the windshield. It is filled now with bondo I would say. That hole should be open correct?

Also on the bottom of the windshield frame on both sides it looks like the frame was in 2 sections and the seam was filled with bondo. Is this correct? I'm thinking I might sand the old bondo out and replace it with all metal. Just want to make sure I do it right before I lay some paint down.
