Fan & Pully original Shim? Order?

Last question for the day guys,

Today I was going to clean and paint the fan and pulley from my 59 six cylinder 3100, so I removed them.

As I took off the pulley, a "shim" fell out which was located between the blade and pulley (you can see it in a few of the pictures). However, the shim seems to also fit inside the pulley too, so I'm not sure where the "shim" is supposed to be? Since I got the truck last fall, I've been fixing lots of issues the previous owner supposedly "fixed". Not sure if he installed the "shim" in the right place or not?

So, can anyone tell me where this factory looking "shim" is supposed to be located? Additionally, why is it there at all? Right now my pulley is VERY close to the water pump outlet. I assume the shim is there to somehow align the pulleys? How do I test to see if pulleys are aligned before the belt goes on?
