Seat covers, hog ring question

New seat covers ready for install, 72 green houndstooth. I don't have the original covers as a go-by, so I have a couple of questions.

1. Is there a metal rod that slips into these along the gray fabric edges for the hog rings to hold better?
2. When I hog ring, what all do I grip of the cover? Just the additional thick gray fabric sewn along the edge, or do I actually put a hole into the vinyl above it? That seems like a bad idea.
