Rear axle flip question

The previous owner of my truck flipped the rear axle, and put a small homemade c notch in the frame. He said that he also removed a few leafs from the springs, and put a 3" lowering block in. The rear still sits a little high. Somthing don't seem right, if there was no notch, there would be 3" to the bottom of the frame, with a flip, and a 3" block. I'm not real keen about the blocks in the rear, but I still need to go lower by about 1" to take a little of the rake out. There are still 4 full length leaves in the spring packs. I have some shackles that will lower 1 or 2 inches, but it should already be plenty low with a axle flip, and 3" blocks ,right?
