CPP Caliper Bolt Problem

I am changing out from disc to drum on my '66 C10 and have also rebuilt the front suspension. Assembly was going fine until time to install the CPP calipers. Upon removing from the box I tried to remove the caliper bolts (2 per caliper) so that I could install onto the spindle. The caliper bolts just spin when turned by the hex key. Am I doing something wrong? I used very little force in trying to remove them. I suspect manufacturing error but wanted to check. Any ideas? thx.
