Edelbrock 1406 carb

Please see pics, problem was much worst and this is the result after the below was performed.
Carb completely rebuilt, float height set correctly per edelbrock specs.
Installed a fuel regulator set at 4.5 lbs, have tired 5.5 and 5 lbs
Timing is set
Carb adjusted with vacuum gauge


Why and or where is this fuel coming from?
Driving me nuts and want it fixed until the pull the trigger on EFI
