high rpm carb problem 1953 3100 original

I just replaced the fuel pump and changed out the fuel filter from a filter and regulator to a glass bowel filter. All starts well, idals fine, seems to be ok at mid range ,but when I give it the fuel throttle it hesitates and runs very rough.
The fuel pump should not be the problem, would the switch from a fuel filter with a regulator (2LBS listed) effect the high end or am I looking at a carburetor problem. I did not have this problem prior to replacing these two parts? Help please?
