door panel questions

My '72 door panels are in good shape except the plastic is (flakey?) if your finger touches them when cranking the window, you will get plastic under your nails. Is there any way to sand them down and repaint them to look nice? they are otherwise in good shape and i dont want to spend 200 on parts i dont really need for a DD. Also where is the best place to buy new plastic tree clips ? The door panels are parchment so where would be a good place to find a paint to match?
