GMC Grill Assembly question

The old fella that owned my truck decided to paint the top bar of the grill. See the picture. Of course, being a thorough guy, he sanded it first, which ruined the chrome. I'm going to have the chrome done, but am not sure how it comes away from the center part of the grill, (the part shaped like a cross). It seems that things are riveted, but it's hard to figure.

Does the bumper have to come off to do this? Can plating shops do the top bar and the grill if they are still joined together.
