Turn Signals Stay On

I need help determining why my turn signal lights stay on when I turn the headlights on. They stay lit, but still blink when you want them to. When the headlights are off, they work as normal. I am assuming it is a grounding issue. I can say that one instrument bulb is not working, which may be the loose link. The socket might be corroded, but I don't know how to clean it up back there.
