Floor/pedal question

I am working on a 68 and I believe that the drivers floor panel has been replaced before. I do not see a place for the nubs to screw into anyplace for the gas pedal to rest on. I have both the 68 pedal and the 66 pedal. 68 rests on the nubs, 66 screws into the floor. What would you guys do without the use of a welder? Drill holes then nut/bolt/loctite w/ the 66 pedal? Don't really have the funds to install later model pedal and already bought this stuff.
