Question wheel bearing question?

I have a 1967 C10 2 wheel drive.
I had to replace one of the front spindles.
Since I have been having problems with my wheel bearings.

I have replaced both inner and outer bearings and seal. I got the wrong inner seal the previous time. I seem to have the correct seal this time, but not sure how deep the seal should go in? Should it be flush with the hub?
I have in as far as it seems to go, but still have about an 1/8 of an inch of play when I grab the wheel and rock top to bottom.
I know that there should be 15 lbs on the adjusting nut, I do not want to over tighten.
Any help here sure be appreciated.
