Part from steering column

I took this part out of the steering column tube a while back when I pulled it apart for paint and rebuild but can't remember how/whereabouts it sat in the steering tube. It's not on any schematics so I'm guess it wasn't supposed to be removed. Not sure what purpose it serves either. Maybe prevents the outer tube from collapsing when you tighten the upper dash mount?

Anyways, if anybody can confirm where this sits in the tube I'd appreciate it.
