Rear Wiring Harness for Step and Tow Bumper

My truck s in dire need of fresh wiring. PO must have thought he was an electrician, or at least wanted practice. Everything is all jacked up with splices every 6 inches it seems like. Is there a different harness for the sport bumper and the step and tow? My step and tow has two license plate lights, one of each side. It looks like the sport bumper only has the one up top? Is there a specific harness for both or do I just splice another wire in for the second light socket?
