Firewall Questions

I'm finally getting around to putting my Blazer back together after 4 1/2 years. I'm working on the firewall today, and I have a few questions:

1. The wiring coming through the firewall in the red circled area was cut off by the previous owner. The hole in the firewall looks like it was a factory hole and the grommet looks factory, but I have no idea what the wiring is. Any ideas?

2. I need to weld up the hole next to the steering column (no idea why the P.O. made it) but I also have air coming through the steering column seal. How do I get to the seal to replace it?

3. Is there supposed to be a grommet of some type around the brake actuator rod?
