Coverlay install question

I bought a Coverlay dash cover. The PO had tried to recover the dash himself, with comical results (see pic).

I really like the look of the Coverlay and I'm getting ready to install. But the current vinyl cover is folded in a couple of places and a bit bulky under the cover. I am able to peel it off and be left with the foam padding intact. It might be better to install the cover over the foam so it would conform better, but I have not done it, and once you glue it, I assume you are pretty much "stuck" with it.

Has anyone installed one and if so, has anyone done it over the foam?

I did attempt to contact the Mfg, but they are closed for the day. They are very good about answering questions, but I am curious if anyone else has done this?
