Replaced all the steering components and wheel is hard

I just replaced the steering stuff in the 87. I put new lines, new pump and new gear box on. I filled it up, turned the wheel 5 times each direction with the front tires off the ground, motor off.

Filled it up, started the truck and tried to move the steering wheel and it's super hard to turn the wheel and the pump is making funky noises. Is my belt too tight? Gear box tension need to be reduced via the set screw?
