Fire wall screw - is this factory?

Hey guys, is this screw & plastic washer holding the fire wall insulator correct? (in other words, was it factory installed?) The rest if the insulator pad is held on with large rubber push retainers, the screw just doesn't look right to me. Maybe it's there to keep the insulator pad from interfering with the gas pedal? My cab is stripped, I want to fill any holes that aren't needed.
