Leaking doors ??? Inner panel

‘66 c10, all new seals on doors and around windows. The little beltline felts still let some water in. It seems to find its way to get through the inner door panels. The inners are covered in leather so the leather ends up wicking it up.

There is that rubber seal on door where inner panel goes, is there anything suppose to be in there to seal it up ?

Don’t see any other parts there to do that when looking at parts breakdown.
