Removing the Inner Rear Cab Panel on '53 5 Window?

I've got a '53 5 window that I'm working on, and I'd like to restore the inner rear cab panel, to sand and paint it.

1. Is this piece easy to remove once the seat is out and the gas tank is out? Does it even come out?

2. I assume there is some gap between the inner panel and the outer metal. When doing sound proofing and insulation, it is important to install it in this area as well?
