Brake fluid through new lines

I replaced the front brake line from the proportioning valve to where it connects to the rear brake line near the passenger wheel. Now I can't get fluid to the back no matter what I have tried.

If I disconnect the line from the proportioning valve I get a slow drip and a stream when I step on the brake. Hook that line back up and I can't seem to get fluid to go anywhere.

I've tried standard bleeding along with using a Mighty Vac and can't seem to get any fluid moving.

Any ideas?
