Is four/six level drop?

Looking at complete drop kits. Is four six level, or a slight rake that can be fixed with small blocks in the rear?

Also this seems to be the lowest kit I can find looking at different vendors, is there another kit option for a bit lower and still have a streetable ride? Air is not an option.

I think buying a complete kit, shocks, springs, spindles, shock mounts, and track bar would be the best bang for my buck (probably buy a C Notch too). Seems like piecing together really bumps the overall cost up.
