Little help here

Started a steering wheel refurb and while in there I decided to change the broken Red hazard switch. After installing I attach the 2 harnesses and horn goes off. I unplug horn, but relay is still energized of course. Would this be normal? What do I need to check? I have not installed the wheel, this is as far as I have gotten with the re-assembly.
