cooling problem

My LPG system has been freezing.
I rebuilt the convertor but the issue is still present.
Water is flowing to the convertor.
Top radiator hose is hot bottom radiator house is cold.
Thermostat is working
Radiator itself is boiling very quickly.
Would I have a blockage somewhere
