Fuel gauge wireing question

I'm working on my 85 gmc, it has duel tanks. I have installed new tanks, sending units, and tank valve. Both tanks are empty, but the left tank reads empty, and the right tank reads past full. With the harness unplugged from the valve, I used a jumper wire to jump the main sender wire to each tank, and they both read fine that way. Is my new tank valve faulty?
