Thank you to all who helped out. It actually was the vacuum.

Let me start by saying I'm an idiot. I did have the vacuum going to the canister from the vacuum pump. I also had a check valve on the vacuum canister that went to the vacuum booster. This in turn prevented the vacuum from getting out of the canister and to the booster.

Anyway, it's all fixed now, however I did have to change the ratio back up to the top hole on the pedal.
