Elect short !! Help

1. Since I first started - my front park lights don't come on,
or are very faint. They do blink bright when signal is on,
but I have the indicator of both lights out --- (where the turn
both signal lights on the dash stay lit up when the headlight
switch is on).

2. Ok, this just started --> when I turn the key to on position,
my wipers start going, and the wiper switch is in the off position.

I noticed that my electric choke was tapped off the wire to
the wiper motor. When I unplug the wire to the choke my
wipers stop ? HELP SOS
