69 Chevy points to HEI troubles

I pulled my 69 out today. She turns over just fine, but acts like it has no spark. I pulled the #1 plug, and there is "some" spark, but not what I believe there should be. I pulled the battery lead off the distributor and there is 12.4 volts with the key on...and only 8.6 volts when it is cranking. Is that correct? Any suggestions? Thanks.
