What am i doing wrong--Steering Column

I took my column apart and painted a few pieces for the install. I replaced the lower bearing...upper bearing was fine. I put it back together, but the blinker stalk will not move...(I can't find my pictures of when I took it apart). Attached is a picture of how I have it together as I remembered it coming apart...I also show a picture of the cancelling cam out of the column.

Either I am doing something wrong, missing a part or amd just brain dead.

I have the cancelling cam inserted into the hole on the turn signal switch...what am I missing? Thanks for any help you can provide...and if I am being dumb...show me the way!
