Front U-Bolt Question?

The Rear Alignment Dowel On The Front Crossmember Where The Front Control Arm Fits Into To Secure It Looks Like It Was Ground Down Or Flattened Out. I Replaced It With An Allen Head Bolt but Cant Get It Secured In The Hole The Same Time As The Front..

Is One Dowel Enough To Keep Stuff From Sliding..

Also Do i Need a Bolt In The Center Hole If I Grind The Head Down Flat Or The U bolts Okay?
