pulled column questions

I just finished pulling my tilt column out of the '85 in preparation for the swap I am going to be doing with an '86.

Believe it or not, removing the column was fairly simple. Took less than an hour. Once removed I was able to determine the high low/beam switch and ignition switch. Do you know what the white thing is at the base of the column just before the firewall? It has two prongs and is adjustable from about 12-2 o'clock. I can't figure it out. Nothing else goes to it.

Im thinking it might be the neutral safety switch.

Some of the benefits I will be getting from the swap is regaining my cruise control and remove the slop while shifting as well. How can I tell if the swapped columns cruise will be vacuum or electric?
