fuel pump

I have a see-thru plastic fuel filter (Fram#G2) on my 350. On my previous truck, I had the same filter. In the filter, I could see it was usually about 1/4 to 1/2 full. The filter was mounted horizontally. This filter is mounted horizontally as well. However, the filter does not seem to have fuel in it. This hasn't caused any problems with it running. Is my fuel pump on the way out?? The PO says it was replaced less than 4 years ago...
