Monojet governor question

Hi all. 1972 292 in line 6. Manual 4 speed with granny gear, manual choke.

Monojet needs a rebuild. When I was looking for the number, I realized it has some type of governor underneath it. So governor is between carb and manifold. What does this do? Is it necessary?

This is in a step van. Is it like a speed limiter that they use on school busus.

Any info is greatly appreciated.
