Speed holes!

Winter project #1, install sound deadener and carpet. Removed seat and old rubber mat and this is what I found, all in all not bad I think. Couple of minor speed holes in the floor as you can see. Will patch with sheet metal and rivet down, question is what to use to seal? Looks like PO has used some kind of black substance, anyone know what this might be?
Also found wide open unused hole into engine compartment, will seal that as well.
Have a carpet kit on the way from LMC , does anyone know how much of the floor this will cover, do I need to remove the fuel tank as well?
