Need a little installation help......

Wife and daughter got me some truck parts for my 1970 CST truck. I'm trying to install upper tailgate trim but can't figure it out. The two pieces of trim are about 5/8 inch too long. Do they go under the chrome trim around the tailgate handle, or over it, or do I cut them to fit?
I have the little push in clips, and the trim looks really nice. My truck has not ever had the trim since I owned it, but the holes are there. Looks like an easy install but I just can't figure out how to do it. Is it the wrong trim?
Can anybody help?
