Not another Vintage Air question

More than one Q

I spent alot of time going through the threads on here and Google without any luck.
I emailed Vintage air......no reply.

Prior Owner had system installed. Said to me....its one of those that never turns off. I left it at that.

Here is a pic of the controller.

The vertical switch on the left does nothing.
The rest are self explanatory. The fan speed, top horizontal, is totally variable.

Soon as I put key to on position, no matter what position I left it on, the air blows out of the dash. Maybe I guess until vacuum is built up?

Looking for wiring diagrams, operating manuals, installation manuals, etc for whatever GEN this system might be.

I tried Vintage Air site but all I find is newer or different looking controllers/
