just a little engine problem

Hey everybody. I am looking for the engine spec sticker information for a 1969 chev with 4bbl and auto. I need to know also if the vacuum line from the distributor needs to be plugged or not. This engine also has HEI just to make it more difficult. I have tried timing it with the vacuum line plugged and set it at 8 BTDC and after plugging in the line again the mark is not on the tab anymore. As a guess I would say that it is somewhere around 26-32 BTDC. What gives? Just a little frustrated. Also I just installed an Edelbrock 1406. Thanks.
