Control Arm Shaft seals....which way do they go

I am installing new shafts and new seals on my 69 c-10 and was wondering if any of you guys have done that...The seals look like they should have the larger end facing the bushing but the instructions say different...It just doesn't look right when its the other way around...please help

The instructions say to put the smaller diameter side of the seal on the shoulder...I am assuming they mean the outside of the shaft but what do I know...absolutely jack
